Graduated from the Department of Urban Engineering, Faculty of Engineering, the University of Tokyo, and completed the doctoral course at the Graduate School of Engineering. Doctor of engineering.

After working as a professor at Yokohama National University Graduate School, a lecturer at Japan Women's University, a visiting researcher at the House of Councilors Land Transport Committee, and a member of the Science Council of Japan, he is in his current position.

He also serves as the chairman of the NPO Daimaru Yu Area Management Association and the chairman of the National Area Management Network.
